弥补公共服务供求缺口:政府购买公共服务离此目标还有多远? ——以基本公共服务为例

Making up for the Gap between Supply and Demand of Public Services: How Far is the Government Purchase Public Services from the Target? ——Taking the Basic Public Services as an Example

摘要: 本文试图通过测算政府购买公共服务与公共服务供求缺口的差距分析政府购买公共服务的合理购买比例及推进路径。实证分析结果表明即使在最小口径最低标准下,我国政府购买的公共服务至少应以25%的财政支出比例才能使公共服务的供求缺口在2023年基本得到弥补,而现行的政府采购服务支出比例(1.09%)与此相比相差甚远。现实情况要求政府优化现有的政府购买公共服务推进路径,在购买公共服务过程中改革财政补偿机制、转移支付制度、政府职能、购买战略及预算制度。

Abstract: This paper tries to analyze the rational purchase ratio and implementation path of government purchase public services through estimating the disparity between the supply and demand of public services gap and government purchasing public services. The empirical results show that, even in the smallest minimum standard, the government purchasing public services to achieve the current policy objectives at least 25% of the proportion of fiscal expenditure can make the gap between supply and demand of public services in 2023 to make up for the basic, however, the current government procurement services ratio which is 1.09% is still far from the current policy support ratio. This reality requires that the government must optimize the current implementation path of government purchase of public services, reform financial compensation mechanism, transfer payment system, government function, purchasing strategy and budget system in the process of government purchase public services.
